I cant open beried relic in blue rescue team?

i have an action replay.i only used it to help me beat raquasa and arter that i beat every thing exept the relic...its been a week since i beat stormy sea.but when i first beat kyoger, he wanted to be on my team the first i beat him....I NEED HELP!!!!!!!!!!!!!!!!!!!!
