Don't the J&K Governor / CM hoist national flag in Sri Nagar on ocions of Republic and Independence days?

What is their harm if BJP hoists national flag at Lal Chowk in Sri Nagar on the occasion of Republic Day. Jammu and Kashmir is a part of India and it will not fly its own flag or the flag of Pakistan.
