My cousins one year old daughter. {Sorry this is long but I need help }?

She is almost 17 months, she use to be attached at the hip with me. Me her and her mom now live together but now she wont come near me. Unless I have food or she wants something. Basically, when we didnt live together and we would hang out she would always want me to hold and play with her. Well for about a month now, whenever she wakes up, or gets home from daycare and I try to tell her come to me, she cries. and NOW she is extra clingy to her mom. She was before but not as much. When she puts her down she cries and throws a fit. Shes not very disciplined and she is spoiled. BUt what I wanna ask is why is she like that with me now? My cousin and her mom always give the baby sweets.. sugar.. soda.. u name it. I dont. If I have soda, juice or maybe a cookie , she always wants some and I say NO. I dont think a kid her age should eat as much sugar as she does, so if her mom and gramma wanna give her candy thats their right but myself, I just wont contribute to the million pounds of sugar she has a day. My cousin says she thinks she wont come to me cuz i always tell her no and I dont let her act up. Can anyone help me. Its sad, I miss holding her and playing with her.
